The International Rescue Committee (IRC) reacts to the biggest humanitarian crises in the globe and assists those whose lives and means of subsistence are destroyed by conflicts and natural catastrophes in surviving, recovering, and taking back control of their life. The International Rescue Committee (IRC) was established in 1933 at Albert Einstein’s request. It assists those who are displaced due to war, conflict, and disaster as well as the host communities that provide for them. Refugees in East Africa: Boosting Urban Innovations for Livelihoods Development (Re:BUiLD), a five-year programme for urban livelihoods, is now being carried out by the IRC. Re: The IKEA Foundation is funding the BUiLD programme, which is now being implemented in the cities of Kampala and Nairobi. The IRC has been organising a group of national and international partners to carry out the programme interventions as the Lead Partner. Re:BUiLD aims to help urban refugees and weak host community members become economically independent and gain from enhanced urban economic, legal, and social environments. The programme intends to facilitate change on a variety of levels, from enhanced community access to livelihood opportunities and inclusive services to better refugee-related policies and more focused and efficient service delivery by national, regional, and international actors. Flexible finance, adaptive design, and ongoing knowledge and evidence gathering are some of the approach’s essential components.

Re:BUiLD’s goal is to help urban refugees make good changes in their life and to gather data on what has been successful in Nairobi and Kampala. Our strategy for achieving this goal include locating client-centered strategies and tactics that have the potential to increase the economic independence of refugees and the host communities. As a strategy for advocating for urban refugees with governments, donors, civil society, and other stakeholders, we will continuously test the efficacy of these approaches and frequently promote the findings through a variety of platforms. This will help to facilitate the adoption of successful interventions at a large scale, with the goal of generating transformative opportunities for millions of people in East African cities and elsewhere.

Plan of Work

  • The main goal of this consulting work is to offer advice to the Re:BUiLD programme on how to measure the results of their policy and advocacy efforts efficiently, thereby promoting informed decision-making. The responsibilities at hand include providing expert advice to IRC regarding effective ways to assess the impact and performance of the policy and advocacy actions of the Re: BUiLD programme. In close collaboration with Re:BUiLD measurement and influence & adoption colleagues, this entails an evaluation of the effectiveness of the currently available measurement tools, a proposal of the most effective measurement approaches for ongoing monitoring, as well as the endline evaluation.

Assignment Goals

  1. Examine and improve the proposed key performance indicators (KPIs) and intended outcomes that correspond to the results, outputs, and proposed actions that have been identified. Determine any shortcomings and suggest ways to make the current measurement techniques better.

  2. Work with the programme team to improve the Influence and Adoption M&E Framework, in particular: I) Review and strengthen milestones, sub-outcomes, and goals. II) Review and improve all indicators and the means by which they are verified to make sure they are accurate, quantitative, and consistent with the goals of the advocacy and policy they are impacting. Both quantitative metrics (such as modifications to laws or regulations) and qualitative measures (such as changes in public opinion or awareness) should be included in these indicators. III) Examine and reinforce process and outcome goals to ensure their viability and efficiency. IV) Examine and reinforce the indicators' methods of verification, which point to the locations and formats where data on the accomplishment of the overall goal, the targeted goal, and the outcomes can be located.</code></pre></li>Create, create, and test data gathering technologies as needed for programme monitoring and indicator tracking. Before fully implementing policy and advocacy actions, establish baseline guidance for each selected indicator. This underlying information will be used as a starting point for future evaluations of the effectiveness of these programmes. Create a thorough structure outlining how each indication will be evaluated, taking into account data sources, data collection procedures, and measurement frequency. This framework must sustain the regularity and precision of the data. Establish a technique for the programme evaluation at the end and suggest tools and systems that might be utilised for continuing tracking and reporting.

Qualifications

Experience and Knowledge

  • It is anticipated that this task will be carried out by knowledgeable and experienced consultant(s) or a company that should meet the requirements below:

  • 10 years of demonstrable experience in policy and advocacy analysis and measurements, as well as a minimum of a Master’s degree in monitoring and evaluation, political science, social sciences, or comparable fields of study.

  • Experience in establishing M&E frameworks and mechanisms for advocacy and policy. understanding of important assessment techniques relevant to advocacy and policy work.

  • Successful practise in developing and putting into action measuring techniques for policy and advocacy work (requires evidence of prior work).

  • A thorough awareness of the discussions surrounding international and East African policy.

  • proficiency in qualitative methods for data collection and analysis,

  • Thorough analysis, effective presentation, and capacity for meeting deadlines.

  • Effective communication and organisational abilities.

Assignment Schedule

From the time the contract is signed with the selected applicant until September or October 2023, this task must be delivered within 20 days.
